There were major policy measures to promote development and reform and opening up, and also many practical measures to ensure and improve people's livelihood. Achievements are hard-won, and our confidence cannot be shaken.

Zhang Chuanwei, deputy to the National People's Congress, vice chairman of the Guangdong Federation of Industry & Commerce, and chairman of Mingyang New Energy Investment Holding Group Co., Ltd., said in reviewing the government work report that the country's economic and social development has made tremendous achievements in the complex internal and external environment last year, and it is hard to come by, which should be given thumbs up.

Zhang Chuanwei said that the government work report made specific deployment for the construction of Guangdong-Hong Kong-Macao Greater Bay Area, and it was inspiring. To build a world-class bay area, it is necessary to establish a modern energy system that is compatible with it. At present, China's existing energy system structure is still dominated by fossil energy, he cited Guangdong as an example and pointed out that although the annual consumption of coal has achieved zero growth by 2020, it still ranks first in the proportion of total energy consumption, reaching 36.9%, with fossil energy accounting for more than 70%.

How to build a clean, low-carbon, safe and efficient bay area energy system? Zhang Chuanwei believes that offshore wind power, ocean current power generation, tidal power generation, seawater hydrogen production, and seawater desalination, etc. should be encouraged to promote the proportion of marine renewable energy in the energy structure of the Guangdong-Hong kong-Macao Greater Bay Area.

Zhang Chuanwei suggested that it is necessary to establish a coordination system for energy production and consumption in the Bay Area, coordinate and standardize energy development, construction and consumption in the Bay Area, and establish a policy system for new energy development and construction, develop and expand the new energy industry system, foster and support the new energy enterprise technology and industrial innovation system, such as setting up Guangdong-Hong kong-Macao Greater Energy Research Institute, the Bay Area Energy Construction Fund, etc.
