Sort out the hot and difficult issues concerned by the masses, list out the key research outline, determine the research time period, then conduct field investigation and visit, and then sort out the important materials and data into bills and suggestions. These are the daily duties of Li Bingji, the Deputy to the National People's Congress, deputy chairman of the Guangdong Provincial Committee of Zhi Gong Party.

During 17 years of performing his duties, Li Bingji has submitted nearly 200 suggestions to the conference. Behind these suggestions is his concern for people's livelihood and enterprise development. Re-elected as Deputy to the National People's Congress for four sessions, he felt the economy take-off of the country from the data research of performance suggestions, and witnessed the great vitality brought by rural revitalization from the investigation and poverty alleviation in the countryside, "The progress of the new era and the continuous improvement of national policies have made earth-shaking changes in our lives. Brought a printer to Beijing to print the newly collected materials at any time

As a deputy to the National People's Congress, and a private entrepreneur, people's livelihood and private enterprises are Li Bingji's major concern. When he went to Beijing to perform his duties, half of his suitcase was filled by a printer. After arriving in Beijing, he printed the newly collected materials at any time, organized them into a thick book, and marked the important paragraphs with various colors.

In order to put his suggestions into practice and bring a tangible sense of gain to the masses, Li Bingji had a very high demand for his own suggestions. "A deputy should speak with data. The suggestion draft was revised a dozen times, and I had to search for new data each time to support my view." Li Bingji said, this year, he closely followed several groups of data on the year-on-year growth in national tax revenues, and felt that the government had made a real move in tax reduction by comparing these data.

"Tax cuts and fee reductions are one of the keys to boost the confidence of private enterprises." Li Bingji said, based on the detailed collection of various types of data, he put forward a suggestion: Set the total upper limit of corporate tax burden with reference to the world average, reduce the taxes and fees of private enterprises universally. Start with the reform of taxes and fees, to reduce the production and operation costs of private enterprises, and let them "reserve the strength for future development".

How to make life better for farmers is also one of the problems that Li Bingji has been concerned about in recent years. He conducted research  on rural finance and county economy, and suggested that the main direction of economic growth in the new era be targeted at the vast rural areas once again.

Introduced industrial projects to help and support the poor areas to fight against poverty

From venturing into business to becoming a well-know entrepreneur, over the years, Li Bingji has witnessed a bit of changes in rural areas in the tide of times. When working in Guangdong Provincial Committee of Zhi Gong Party, Li Bingji was mainly responsible for social assistance and rural poverty alleviation. In his view, the fight against poverty must be backed by industry. To this end, he actively integrated the resources of experts and enterprises of Zhi Gong Party, made industrial research reports for the local government, and introduce industrial projects for the poor areas. At present, he has attracted more than 10 billion yuan of investment for the poor areas, and introduced enterprises to Shanwei for poverty alleviation by about 180 million yuan.

Li Bingji believes that developing and strengthening the rural characteristic economy, solving the problem of rural employment and increasing the income of farmers are important parts of rural revitalization. When investigating in Longguang Village, Donghai Town, Lufeng City, several poor households told him that many out-of-town respected villagers wanted to return to the village to start a business but encountered tax problems. According to the situation reflected by the villagers, after in-depth investigation, he made a few suggestions, in order to support the development and expansion of county economy, the small enterprises below the county level should be given special policies, adjust the standards of small-scale taxpayers, encourage respected villagers to return to the village to start a business, and develop characteristic industries.

"Since last year, the construction of the Shen-Shan Special Cooperation Zone has been accelerated. This is the most exciting moment of the year for me." Li Bingji said that, from the introduction of projects to the renovation of school buildings one by one, he has witnessed the rapid changes of the zone. He's attached emotionally to this place, and he also felt the strong momentum of Guangdong's institutional mechanism reform under the rural revitalization strategy.

Nowadays, the commercial street next to the Pinqing Lake in Shanwei is accelerating construction, and the seaside environment is completely optimized, becoming a "green landmark" in Shen-Shan Special Cooperation Zone. The change of industrial environment here embodies Li Bingji's "Beautiful Country Dreams". He's looking forward to contributing more of his own strength in the tide of rural revitalization and making this dream come true in more villages.
