Two Sessions | Alumni Huang Hanbiao: Yunfu Should Stand on The Overall Situation, Identify The Right Position, And Plan for Development

Yunfu is located in the northern ecological development zone, adjacent to the core area of the Pearl River Delta, and very close to the coastal economic belt, with obvious advantages in geographical location and transportation. It is a city with sufficient development foundation in the ecological development zone. So how to stand on the overall situation, identify the right position and plan for development?

Huang Hanbiao, deputy of the National People's Congress and secretary of the Yunfu Municipal Party Committee, said that Yunfu will closely stick to the "1+1+9" work deployment and the "One Core, One Belt and One Zone" regional development pattern of provincial party committee and provincial government, insist on "Ecology Builds Cities" for the overall development planning of the Guangdong-Hong Kong-Macao Greater Bay Area, embark on a road of high-quality development with ecological priority and green rising, and promote the construction of the Greater Bay Area.

Prioritizing ecological protection in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, bearing responsibilities and building solid northern ecological barrier, these would be the important deployment of the provincial party committee to the overall work. Huang Hanbiao said that Yunfu, as an important ecological barrier in the core area of the Pearl River Delta and the Greater Bay Area, will always act under the regional development pattern of “One Core, One Belt and One Zone", maintain the strategic focus on strengthening ecological civilization construction, and promote the comprehensive governance and overall protection for the ecological system.

Huang Hanbiao said that Yunfu is an important conservation area for the Pearl River-Xijiang river system. Next, Yunfu will actively plan with Guangzhou-Foshan-Zhaoqing on the Xijiang ecological protection. "We will also launch the 'Two Special Operations' on improving and governing the ports along the river and shoreline, to accelerate the construction and development of the Xijiang 'Eco Corridor' and the economic belt along the river."

Huang Hanbiao said that Yunfu will strive to be the northern scenery of the “Beautiful Bay Area”. Next, we will make scientific layout of urban space, agricultural space and ecological space to optimize the land development pattern; strengthen the protection and restoration of ancient villages and build high-level landscape cities.

It is the mission entrusted by the provincial party committee to the northern ecological development zone to open up the path of turning "clear waters and green mountains" into "mountains of gold and silver" and realize high-quality development under high-level protection. Huang Hanbiao said that Yunfu will adhere to the development concepts as "Ecology Builds Cities" and "Green Rising", and strive to be the "leader" of ecological development.

The eco-industry is the main driving force for green development. Huang Hanbiao said that in recent years, Yunfu has fully explored and utilized the advantages of ecological resources, and formed a green industrial system supported by all-for-one tourism, ecological forestry, medical and health care and green food. In addition, Yunfu also uses the two platforms of "Culture + Tourism" and "Culture + Creativity" to transform the beautiful landscape into real economic benefits.

"Pushing rural revitalization towards the forefront of the province". Huang Hanbiao said Yunfu will adhere to the principle to develop industrial, agricultural or tourism industry in accordance with local conditions, strength rural planning and construction, emphasize the three aspects of rural industry, rural environment and rural party construction, deepen rural comprehensive reform, strengthen rural industry, and optimize grass-roots governance.

"Only reform can enhance the core competitiveness of agriculture and stimulate the internal drive of rural revitalization." Huang Hanbiao said, Yunfu will closely follow the agricultural supply side structure to promote reform, adjust and optimize the structure of agricultural products; closely follow the industrial chain to promote reform, and push the development of agricultural production towards whole industrial chain; closely follow the agricultural and rural production methods to promote reform, and further promote the integrated development of the primary, secondary and tertiary industries; closely follow the idea of "strong towns revitalize villages" to promote reform and the economic strength of towns and villages.

Improve quality development in the integration of the core area and the Greater Bay Area

Yunfu City is adjacent to the core area and the Greater Bay Area, and also located in the Economic Belt Around the Pearl River Delta. It plays an important role in the regional development pattern of "One Core, One Belt and One Zone". Huang Hanbiao said that Yunfu will give full play to this unique geographical advantage, focus on differentiated and coordinated development, and improve quality development in accelerating integration into the core area and the Greater Bay Area.

"Integrating into the core area and the Greater Bay Area is the highlight of our development." Huang Hanbiao said, a batch of significant projects have settled in succession recently, which further optimized and updated the industry structure of Yunfu. Next, Yunfu will take the initiative to undertake the urban function deconstruction and industrial structure adjustment in Greater Bay Area, focusing on complementary advantages, project introduction and industrial co-construction, actively plan to create the product distribution center and logistics distribution center for serving the Greater Bay Area.

Huang Hanbiao said that on the docking and integration of the "soft environment", Yunfu will follow the requirements of the province for Ten Special Operations "Policies must be precise, easy to use and effective" and 51 key reform issues, to create a fair and transparent business environment, comprehensively enhance the external attraction, internal radiation and competitiveness of Yunfu.
