中国人民大学汉青经济与金融高级研究院教授。他在威斯康星大学－密尔沃基分校取得经济学博士学位。他曾任教于中山大学、西南财经大学；入选教育部新世纪优秀人才计划、中山大学百人计划、西南财经大学优秀教师；主持过国家自然科学基金、教育部人文社会科学基金等项目。他的主要研究方向为应用微观经济学、产业组织理论、规制与反垄断、混合寡头垄断等，在《Organization Science》、《Economic Inquiry》、《Regional Science and Urban Economics》、《Economics Letters》等杂志发表学术论文。

文章摘要：

This paper investigates the optimal enforcement of regulatory standards. We propose that the optimal enforcement of regulatory standard is robust and irrelevant to public interest group pressure under different market structures. We test this model in the context of environmental regulatory enforcement in the U.S. between 1977 and 1994 and found that the level of regulatory enforcement stringency is significantly related to market demand, productivity, the number of manufacturing interest groups, and presidential actions. However, both market structure and public interest groups are irrelevant. This research contributes to the literature of public policy studies in general and regulatory enforcement in particular.
